Was born in 1961 in Bucaramanga, Colombia. Studied Linguistics and Literature in Colombia and Russian in Moscow, Russia. He also attended the Fine Arts institute of the Mott Community College in Michigan and the Atelier de Artistes Rue des Orteaux in Paris, France. His work has been exhibited individually at the Cultural Center of Giron, Santander; the District Planetarium, Bogota; Baista Falkhausset, Stockholín Lan, Sweden; Café L' Ecume, Paris; the Colombian-American Center, the Gabriel Turbay Public Library, and the State Cultural Institute in Bucaramanga in 1999.

Cifuentes has also participated in group exhibitions including the VII Havana Biennial, Havana, Cuba; the Pentagon Project of the Department of Culture in Bogotá in the year 2000; the VI International Painting Biennial in Cuenca, Ecuador in 1999; "DO IT", a Colombian Version of Christian Boltansky's work, Luis Angel Arango Public Library, Bogota; "After Modernity", Art Museum of Pereira; "Objekte in Auflage" an International Exhibition on multiple and serial objects in Zurich in 1998; the XXXV and XXXVI National Art Competition, Bogotá; the IV Young Art Salon, Bogota; "Revelations" at La Tertulia Museum, Cali; the V Contemporary Art Biennial, Bogota; the I Colombian-Venezuelan Biennial, Venezuela; and at the International Week of Art and Culture, Ruskava Yazika Imini Pushkín Institute, Moscow among others.

Cifuentes has received several awards such as the First prize at the VI and VII Colcultura Regional Competition in 1993 and 1994; an award at the II Domingo Moreno Otero Exhibition in Bucaramanga; Honor mentions at the XXXV National Art Competition and the Young Art Competition in 1994; and a scholarship from the Ruzkava Yazika Imini Pushkin Institute in 1989.
